Description

The City of Richmond Department of Public Works is seeking highly qualified candidates for the position of Engineering Specialist in the Division of Right-of-Way Management (Surveys).  The incumbent is responsible for processing requests for Right-of-Way closings, Right-of-Way naming, and encroachments which require Council actions. Additionally, the incumbent will review property survey plats, subdivision plats, ALTA surveys, etc. as regards private developments and provide technical comments regarding the same.

Duties include but are not limited to

  • Processing information requests, preparing working drawings from rough sketches or notes manually and with computer-aided methods, in response to information requests
  • Managing ordinance requests for right-of-way closings, naming(s) or renaming(s) and encroachments
  • Drafting right-of-way and boundary plats, topographical maps, and plats for ordinance attachment
  • Entering and maintaining records, documents, drawings in the Record Management and Maintenance System on GIS based technology using data manipulation, data conversion and data entry
  • Performing basic surveying calculations with computer software or basic mathematical methods
  • Researching, compiling, and assembling information for the public and other City agencies, to include subdivision surveys, title searches, right-of-way investigations and encroachment applications
  • Comparing data and confirming that codes and regulations are in compliance with minimum standards of APELSCIDLA and the Department
  • Researching permit applications and identifying construction issues and preparing routine documents and forms
  • Conducting on-site visits, collecting field data, reviewing survey field notes, researching addresses, locations, and property ownership details, and preparing presentation display materials
  • Maintaining specialized databases, establishing, and updating files, retrieving information, and preparing periodic reports
  • Providing customer service by answering telephones, responding to requests for information from the public and other City agencies, monitoring the front counter along with others in the department and assisting internal and external customers
  • Conducting property title and legal searches, routinely calculating amounts for fees, square footage, and acreage
  • Filing, copying, faxing, ordering, and maintaining supplies for the drafting room operations
  • Preparing purchase orders and invoices
  • Performing other related duties as assigned
**City of Richmond Public Works employees who work in this position are considered essential personnel and may be required to work beyond scheduled hours, during inclement weather, and during declared emergencies.**

Qualifications, Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • Associate degree in survey, engineering, or related field
  • Three (3) years of paraprofessional survey or engineering experience, preferably in area of assignment
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
Preferred Qualifications:
  • Experience in civil engineering in a public works and/or state or local government
  • Experience in providing surveying support in maintaining municipal maps, plats, drawings and plans
  • A valid driver's license is required to perform the duties of this position
  • Knowledge and experience with AutoCAD and ArcGIS
  • Availability of portfolio to exhibit relevant work
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
  • Valid driver's license with a satisfactory driving record and a valid Commonwealth of Virginia driver's license within 30 days of hire
  • Some assignments may require specialized vocational training
KNOWLEDGE, SKILLS, AND ABILITIES:
TYPICAL KNOWLEDGE, SKILLS, AND ABILITIES: These are a representative sample; position assignments may vary. 

Knowledge (some combination of the following):
  • Understanding of survey principles and the practice of land surveying
  • Preparing property surveys, TOPO surveys, ALTA surveys and similar
  • Utility Plan drafting\design conventions
  • GIS
  • Creating/maintaining large data joins, filters, and queries in GIS, Excel, and Access 
  • Familiarity with large format printers and plotters, including basic troubleshooting and calibration
  • AutoCAD versions and/or Carlson Survey
  • Understanding of property research (public right-of-way, easements)
  • Familiarity with basic survey equipment, such as total station, GPS, etc.
  • Reading, interpreting, and extracting information from City Baseline maps, Highway plans, Survey Filed Books, etc.
 
Skills (some combination of the following):
  • Data analysis
  • Editing plans and designs
  • Technology and computer proficiency, including databases and editing software
  • Troubleshooting and technical support
  • Drafting, including AutoCAD

  • Reviewing and identifying errors on large land development plans

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. While performing the essential duties of this job, the employee is regularly required to finger (pick, pinch, type or otherwise work primarily with fingers), talk, see, and use substantial repetitive motions of the wrists, hands and fingers. The employee is frequently required to hear; and occasionally required to stoop, crouch, kneel, and reach extending hands and arms in any direction, stand, walk, and grasp. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
